Incident Report
Hours of Operations:
Port business hours are 0800 to
1730, Monday through Friday (except holidays).
Port badging office is open
0600 to 1600, Monday through Friday (except holidays).
Port security operates 24 hours
a day, 7 days a week.
Port Policies:
Many areas of the Port are
considered Controlled/Restricted areas and posted as such with the
following requirements for compliance of MTSA and FDLE mandates;

Individuals and vehicles entering these areas are subject to search at
any time.

All persons must properly display, in a visible manner, port
identification or visitor badge.

Visitors MUST be escorted at all time within the restricted area.

ALL parking is by permit ONLY, any vehicle not properly displaying a
parking permit or parking waterside will be subject to towing.
-
No firearms are permitted on Port except those carried by law
enforcement officials.
-
No fishing is allowed within the port, except by crewmembers on the
outboard side of the ship.
-
The posted speed limit on the port is 15 mph.
-
The Port Charter, Tariff, Facility Security Plan and Policies of the
Executive Director are the controlling documents of port regulations.
-
No entry will be permitted after hours within the cargo area, unless
written approval and authorization has been provided to security by the
vessel agent.
-
Traffic enforcement for speeding, parking and traffic signals/signage
will be enforced by RBPD for issuance of citations.
Tenant and User responsibilities:
It is incumbent on each tenant,
visitor and user of the port to assist security by;
-
Reporting any unusual occurrences, packages, unidentified individuals or
damage to property.

Being familiar with proper badging and parking regulations of the port.
Port Identification Badge Requirements:
ID Badge
-
ID Badges are required for all personnel, of all tenants, employed at
the Port of Palm Beach.

ID Badges are required for all individuals who enter the Port on
business more than 5 times in 90 days, in accordance with FL Statue
311.12.

ID Badges are valid for one year from date of issue and will be renewed
in the person’s birth month.
Application
-
Individuals seeking a Port Identification Badge are required to complete
an “Application for District Identification Badge” request form. (This
may be obtained by contacting
this email.)

Form must be signed and returned by a pre-authorized employer prior to
issuance.
-
Request on company letterhead requesting badge issuance for listed
employees.
-
Applicants must present valid photo identification. (i.e. Florida
Drivers License)
-
Applicants will have their fingerprints electronically scanned and
submitted to the Florida Department of Law Enforcement and FBI for
criminal history.
-
Normally ID Badges are issued within 48 hours.
-
Should findings indicate issues that constitute grounds for denial, the
individual shall be notified by mail and afforded the opportunity to
submit additional information for consideration.
Emergency Situations:
In an emergency situation
please dial 911 first, then report the emergency to Port Security
(383-4144). Port Security will respond to assist with access for Police
and Fire personnel.
In case of a Port wide
emergency, tenants will be notified by port staff as quickly as possible
and advised on whether an evacuation is required.
The Port is extremely cognizant
of emergency situations that may impact multiple areas of the Port.

Placement of hazardous materials port side must be approved by Port
Operations with notification to Port Security.

Correct placards of material is extremely important and must be done for
all materials.
In case of weather alerts, the
Executive Director and COPT Miami will advise when shipping is curtailed
and all vessels should depart the port. The Executive Director of the Port
will determine when the port is closed.
After an emergency, the
Executive Director will make a determination as to when the Port will be
re-opened.
Port Security Interfaces:

United States Coast Guard,
which has jurisdiction over the Port Facility, Vessels, and waterways.

Customs and Border
Protection, which has jurisdiction over entry or exit or persons and
cargo in the United States.

Florida Department of Law
Enforcement with jurisdiction enforcement of Florida Statue 311.12.
-
Riviera Beach Police
Department which enforces Federal, State and Local laws.
