Request for Expression of Interest in a Public-Private Partnership to Design and Construct a New Intermodal Cargo Transfer/Passenger Facility at the Port of Palm Beach, Florida
Through the issuance of this Request for Expression of Interest (EOI) the Port of Palm Beach (Port) seeks information from the private sector regarding the feasibility of using P3 arrangements that could benefit all stakeholders and also assist the Port in implementing certain Capital Improvement Program (CIP) projects in a more cost-effective and efficient manner considering the life cycle cost of the asset. The information received in response to this EOI will be used by the Port in deciding how to best maximize the opportunities available to implement certain projects via a P3 arrangement for formal public bidding of the work.
The Port is exploring the possibility of entering into a public-private partnership to Design and Construct a New Intermodal Cargo Transfer/Passenger Facility at the Port of Palm Beach District, Riviera Beach, Florida. The Port currently serves a growing cruise and gambling ship passenger market. A study has been completed exploring the current and future needs of the Port with particular reference to intermodal cargo (primarily to service the passenger ships) and passenger parking.
The study concludes that the Port is nearing its full parking capacity and will need additional facilities in the future to meet demand. Currently, there is no funding budgeted for this project.

The Port is now soliciting expressions of interest and ideas from potential private partners. The expressions should indicate at a minimum the name(s) of the interested party or parties, a general description of the idea(s) under consideration (non-binding, non-contractual) and a statement of general qualifications. The EOI should contain financial information supporting the submitter’s ability to finance the project. Such information may be submitted in a separate sealed envelope clearly marked with the submitter’s name and the words ‘Confidential Information’. Expressions of Interest must be received at the address below no later than close of business May 30, 2014.
The definition of what constitutes a P3 varies worldwide, depending on enabling legislation; taxation and financing nuances; the availability of taxable and tax-exempt financing; the legal and institutional structures; the risk allocation and mitigation issues; and all other related matters. In the United States, because of the availability of low-cost tax-exempt financing for public projects, P3 arrangements are often defined as projects where there is an Integrated Project Delivery (IPD) that includes at least design, construction, and a private operation/maintenance component.
Upon receipt of any expressions of interest, the Port will review the submittals and may select submitters to meet with the Port officials to further discuss ideas.
This Expression of Interest is issued by the Port solely for the purpose of gathering information regarding interested parties’ perspectives on P3s opportunities and related matters for the implementation of Port’s CIP Program. The issuance of this Expression of Interest shall not be deemed or construed to bind the Port to undertake a P3 project. It should be recognized that the purpose of this EOI is simply to solicit information for the Port‘s information and use.
